In the face of the continuous global shortage of cores and the current situation of tight supply chains, the deputies of the National People’s Congress focused on the chip industry, focusing on keywords such as “lack of cores” and “localization”, and contributed many suggestions for the future development of the chip industry.

Integrated circuit materials play a crucial supporting role in the development and continuous innovation of the integrated circuit manufacturing industry. Facing the development of integrated circuit materials in research and development, standards, platforms, etc., Shao Zhiqing put forward three suggestions:

The first is to accelerate the construction of an integrated circuit characterization test and application research platform to open up the path of R&D-product-application.

Li Biao pointed out that high-quality private integrated circuit enterprises, especially private integrated circuit manufacturing enterprises, occupy a relatively important position in my country’s chip industry. At present, my country’s integrated circuit manufacturing field is seeking breakthroughs in localization and independent control. Integrated circuit manufacturing is an important part of the Industrial chain, and it is also the weakest link in this industry in my country.

The semiconductor manufacturing industry also has the characteristics of long cycle and difficult to break through, which makes some enterprises in a state of loss for a long time and urgently needs corresponding policy support. At the same time, Li Biao also proposed to support private technology companies to participate in major national strategic projects such as localization and substitution. This not only enables enterprises to enhance their independent innovation capabilities, but also requires the state to create a favorable environment for independent innovation through legislation and other means.

In particular, semiconductor powers such as the United States, Japan, and South Korea have recently increased their investment in the chip field. He pointed out that my country has an opportunity to catch up in the “post-Moore era”.

Deng Zhonghan pointed out that my country needs to seize the historical opportunity period, accelerate the narrowing of the gap with technologically advanced countries, and seize the commanding heights of technology. Not only do we need to invest more money, but we also need to introduce more powerful policies in line with the extraordinary measures of the United States, Japan and South Korea and other countries, so as to “hold on and achieve leapfrog”.

At the same time, Deng Zhonghan also emphasized in the proposal that we should continue to give full play to the advantages of the new type of physical fitness, strengthen the state’s support for the field of chip research and development, further expand the scale of investment in the field of chips, and accelerate the “post-Moore era” chip companies in the “Science and Technology Innovation Board” “The pace of listing and financing.

According to statistics, in 2021, global auto production will be reduced by about 10 million due to chip reasons, of which China will reduce production by about 2 million.

Zhang Xinghai believes that under the current situation, it is imminent to improve the localization of automotive-grade chips and realize import substitution. The realization of autonomous and controllable automotive-grade chips should be accelerated. However, due to the particularity of the chip industry, localization cannot be accomplished overnight.

Moreover, affected by factors such as the new crown epidemic and geopolitics, the “discontinued supply of automotive chips” cannot be solved by the market alone. Zhang Xinghai believes that we should take advantage of the system and mechanism of my country’s socialism to concentrate its efforts on major events, and promote the development of the chip industry with the strength of the country.

Zhang Xinghai suggested that on the one hand, there should be a department in charge of new automotive products at the level of national ministries and commissions, which would be responsible for the top-level design and supporting measures for the development of new automotive products, while taking into account resource allocation and overall management. On the other hand, it is necessary to actively introduce international advanced automotive chip manufacturing companies to invest and build factories in China, so as to quickly realize the production capacity of automotive-grade chips, and the current shortage of domestic automotive chips. In addition, cross-border innovation should be encouraged, supplemented by corresponding policies, and the promotion of “chips on the bus” should be accelerated.

Wang Fengying, deputy to the National People’s Congress and president of Great Wall Motors: Auto-gauge chips must be autonomous and controllable, and priority should be given to solving the problem of lack of cores

Regarding the shortage of chip supply in the automotive industry since 2021, Wang Fengying suggested that the short-term priority should be given to solving the problem of “lack of cores” to ensure production capacity.

In the medium term, the industrial layout should be improved in the development process, and the autonomous and controllable automotive-grade chips should be realized to reduce the shortage of cores caused by supply chain problems.

At the same time, Wang Fengying also emphasized the need to pay attention to the cultivation of talents. It is necessary to build a talent introduction and training mechanism for automotive chip-related industries to achieve long-term sustainable development.

Zeng Qinghong put forward five suggestions in the proposal on how to speed up the development of the automotive chip industry chain: First, to ensure stable supply, sort out the supply and demand of chips in key areas, and guide foreign companies to invest. Establish an emergency mechanism for chips and raw materials to ensure the stability of the supply chain; secondly, stabilize the market and avoid disorderly rise in raw material prices through regulation and other methods; thirdly, strengthen policy guidance and speed up the overall industrial chain layout of automotive chips; fourthly, promote technological breakthroughs in research and development , manufacturing, packaging and testing and other key areas to break through the “stuck neck”; Fifth, we must increase policy support and talent introduction, and accelerate the development of chip autonomy and localization.

Chen Hong, deputy to the National People’s Congress, Secretary of the Party Committee and Chairman of SAIC Motor: Promote the localization of automotive-grade, high-power chips

Chen Hong believes that in order to achieve the stability of the automotive industry chain and supply chain, we must focus on the field of automotive chips and strengthen policy guarantees. China is already the world’s largest new car market and is in the process of transitioning to intelligent and electrified vehicles. There is a huge gap in the automotive chip market with large computing power and high performance.

Based on this situation, Chen Hong suggested that through policy guidance and multi-party collaboration, a unified technical specification standard for automotive-grade chips should be established, and a third-party testing and certification platform should be established to standardize the industry. At the same time, chip companies and automobile companies should be encouraged to jointly participate in the R&D and manufacturing of domestically produced large-scale computing power chips.
